The ministry portal

The anatomy of Nazovni, the portal we built for the Ministry of Foreign Affairs of Ukraine to connect the state with its exporters: dockerized Laravel microservices, a Nuxt.js front, and the modules below.

  • CBDC, Government & Education — Registration & access

    Registration & access

    Sign-in a ministry can defend.

    • Qualified e-signature (ACSK) login
    • Four-step registration: email, SMS, personal data, company registry code (EDRPOU)
    • Company website and year of founding checked at sign-up
    • Google Authenticator two-factor
    • Access + refresh token sessions, authorization on Redis
  • CBDC, Government & Education — Country requirement checklists

    Country requirement checklists

The reason an exporter logs in.

    • Per-country checklist: the certifications and requirements to supply goods or services there
    • Search for destination markets
    • Personal cabinet for the exporting company
    • Country contact lists kept current by the ambassador
  • Role model

Four tiers, each with its own console.

    • Super admin → Administrator → Ambassador → User (exporter)
    • Ambassador runs the applications from their own country
    • Ambassadors describe export requirements and maintain contact lists
    • Admin panel with access levels per role
  • Knowledge base & support

    • Knowledge base and FAQ
    • Contact with a manager through Zendesk
    • Multilingual content with SEO – up to 10 languages
  • Platform engineering

    The build under the portal.

    • Dockerized microservices: PHP Laravel, beanstalkd queues, nginx
    • PostgreSQL as the primary store, Redis for authorization
    • Nuxt.js front end, responsive from 320×480 to 1920×1200
    • CloudFlare, SMTP and Google Tag Manager wiring
    • Deployed on OVH / Hetzner

CBDC, registries & education

What a state asks for beyond a portal: a network a central bank can issue on, a registry the public can check, a platform that trains the people who will use both.

  • CBDC, Government & Education — Public deal registry

    Public deal registry

Every deal on the record, every record checkable.

    • Registry of deals with a verifiable history
    • Clause-by-clause contract agreement – six negotiation scenarios per clause
    • Facility registries with ownership, capacity and shipment confirmations
    • Counterparty statistics, ratings and reviews
    • Document flows with a defined scheme per status
    • Entry by qualified e-signature
  • CBDC, Government & Education — Education platform

    Education platform

Patex Crypto Campus – training at population scale.

    • Six camps, A1 to C2
    • Two units: Crypto Literacy and Career Guidance
    • 11 professional specialisations, from legal to development
    • Certificates on completion
    • Hiring track for the best graduates
  • CBDC issuance network

Patex Network – an Ethereum L2 designed for a region's institutions.

    • Issuance and tracing of central bank digital currency
    • Emission and circulation control at network level
    • Proof-of-Value consensus with a validator set of up to 100
    • Activity Mining
    • Public block explorer over every transaction
    • Cross-chain bridge into the wider EVM world

Around the delivery

Public-sector work is more than the code: the services that surround a state build.

  • Qualified e-signature integration

ACSK-issued signatures wired into login and document flows.

  • Identity verification

Our own PassMe ID&V – face matching, document authentication – with screening across 10+ bases, from Interpol notices to UN, EU, UK and US sanctions lists.

  • AI over the knowledge base

Specced into the ministry portal's knowledge base; the assistant pattern already running in our commercial products.

  • Branding and identity

The Nazovni identity was ours too: logobook, typography, palettes, primary and inverse versions, a dynamic logo.
